L’accueil des professionnels de santé étrangers en 2019 / Hosting foreign health professionals in 2019

Comme les autres années, la DRI a été extrêmement sollicitée pour des conseils et avis.

  • La DRI a participé à la cérémonie honorant, à côté des majors de l’ECN et de l’internat en pharmacie et les lauréats du concours de la médaille de l’internat, les 35 résidents étrangers des hôpitaux de Paris (REHP) et les praticiens étrangers venant sur les 19 postes financés par l’AP-HP pour l’Asie du Sud-Est (15 pour Cambodge et Vietnam et 4 pour la Chine). Cette cérémonie s’est déroulée, comme les deux dernières années, dans les locaux de l’Académie Nationale de Médecine à Paris.
  • Par ailleurs, la DRI a organisé en collaboration avec la DOMU, la cérémonie d’accueil des praticiens étrangers (FFI, Stagiaires associés, REHP) arrivés en novembre 2019.
  • L’appel à candidatures concernant les Résidents Etrangers des Hôpitaux de Paris (REHP) a permis de sélectionner en mars 2019, avec la DOMU, les représentants de la CME et du Collège de médecine des Hôpitaux de Paris (CMHP), 39 médecins parmi 125 dossiers. Ces candidats bénéficient d’une année de FFI ou de « médecin stagiaire associé », rémunérée par l’AP-HP, en surnombre dans le service de leur choix.

  • La parution en mars 2018 de l’arrêté concernant le « fellowship » avait donné le coup d’envoi de la collecte de candidatures pour 2019. Après de nombreuses difficultés, 5 candidats ont pu bénéficier d’un arrêté de la ministre portant « autorisation temporaire d’exercice » ; ils prendront des fonctions de PHC pour un ou deux ans début 2020.

  • Parallèlement, la DRI a poursuivi sa politique de prise de contact avec les établissements pouvant offrir un hébergement aux professionnels de santé étrangers de façon à pouvoir proposer une information diversifiée :
  • conventions de partenariats avec Nexity-studéa et Appartcity
  • contacts avec d’autres établissements spécialisés dans ce type d’hébergement.

 

As in the other years, the DRI received a large amount of requests for advice and opinions.

  • The DRI participated in the ceremony to honour the 35 Foreign Residents in Paris hospitals (REHP) and the foreign practitioners in the 19 positions funded by the AP-HP for South East Asia (15 for Cambodia and Vietnam and 4 for China), alongside the ECN and pharmacy resident graduates and the winners of the internship medal competition. This ceremony took place, as in the previous years, at the premises of the National Medicine Academy in Paris.
  • Additionally, in collaboration with the DOMU, the DRI organised the welcoming ceremony for foreign practitioners (FFI, associated trainees, REHP) who arrived in November 2019.
  • A call for applications for Foreign Residents in Paris Hospitals (REHP) with the DOMU, the representatives of the CME and the Parisian Hospitals College of Medicine (CMHP), led to the selection of 39 doctors from the 125 applicants in March 2019. These candidates benefit from a year as an FFI or “associated trainee doctor”, and are paid by the AP-HP as an extra staff member of the service they choose.

  • Additionally, 90 associate trainee conventions, 110 observing trainee conventions and 27 “associated research practitioner for clinical hospital research” conventions have been signed. The enactment of the law on “fellowship” in March 2018 provided the impetus to gather the applications for 2019. After many difficulties, 5 candidates were able to benefit from a ministerial decree providing “temporary authorisation to exercise”; they will take on hospital practitioner functions for one or two years at the start of 2020.

  • In parallel, the DRI continues with its policy to make contact with establishments that can offer accommodation for foreign health professionals in order to be provide a diverse range of options:
  • partnership conventions with Nexity-studéa and Appartcity
  • contact with other establishments specialised in providing this type of accommodation.
