Politique d'accueil de l'AP-HP pour les patients étrangers non-résidents, non cotisants à la sécurité sociale française

 

L’AP-HP accueille de nombreux patients étrangers non-résidents non cotisants dans ses 38 hôpitaux répartis en six groupe hospitalo-universitaires. L’AP-HP propose une offre de soins d’excellence. L’institution compte, parmi ses praticiens, de nombreux référents reconnus dans leur discipline au niveau national et international. Ils sont au fait des derniers développements de leur spécialité, sur les plans diagnostiques et thérapeutiques, forment de futurs professionnels et participent à des protocoles de recherche et d’innovation thérapeutique.

Les traitements proposés par l’AP-HP à une patientèle étrangère non résidente concernent des soins programmés dans différentes spécialités chirurgicales et médicales.

L'AP-HP dispose de la certification de la Haute Autorité de Santé et les patients sont traités dans le respect de la qualité et de la sécurité des soins. Ce contrôle externe garantit un haut niveau de soins délivrés aux patients. L'AP-HP assure aux patients étrangers non-résidents les mêmes conditions d’accueil et de prise en charge que celles des assurés sociaux, sans priorité d’admission ni traitement préférentiel. Le parcours du patient étranger non résident est organisé selon un dispositif médico-administratif propre à chacun des hôpitaux de l'AP-HP. Enfin, pour faciliter les échanges entre le patient et le médecin référent, un service d’interprétariat peut être mobilisé si nécessaire. L’institution dispose d’une procédure de traitement des demandes de prise en charge pour les patients étrangers non-résidents, non cotisants à la sécurité sociale française souhaitant se faire soigner à l’AP-HP pour des soins programmés.

Le patient ou l'institution adresseur envoie directement le dossier médical sur la messagerie sécurisée du médecin référent choisi. Le présent site détaille la liste des offres adultes et pédiatriques avec les noms et mails des médecins référents. Le médecin s’engage à émettre rapidement un avis sur la possibilité de prise en charge médicale ou chirurgicale. Quand celle-ci est possible le médecin donne son accord médical à l'administration de l’hôpital où il exerce qui alors adresse au patient un devis comprenant : 

  • les frais relatifs aux soins médicaux dont les molécules onéreuses et les dispositifs médicaux ;
  • tous les frais hospitaliers non liés aux soins (forfait journalier, chambre individuelle…).

L’acceptation du devis par le patient ou l’institution adresseur s’accompagne d’un prépaiement de la totalité du devis auprès de la direction des finances de l’hôpital auquel le médecin hospitalier est rattaché. Une fois le paiement confirmé, une date d’hospitalisation est communiquée au patient permettant d’établir, le cas échéant, le visa au consulat français du pays de résidence.

Les ressortissants de l’Union Européenne doivent se rapprocher de leur organisme de couverture maladie afin de vérifier la possibilité de prise en charge totale des soins. Si c’est le cas, celui-ci vous adressera un formulaire à remettre à l’hôpital qui dispensera les soins. Si les soins ne sont pas pris en charge, il vous sera demandé de verser la totalité des frais avant l’attribution d’un rendez-vous, sur la base d’un devis.

 

PENDANT LE SÉJOUR

A l’arrivée du patient, les formalités administratives liées à sa prise en charge sont réalisées par un personnel spécifiquement dédié. Le patient est ensuite orienté vers le service de soins.

L’équipe médicale s’engage à donner au patient une information claire et compréhensible sur son hospitalisation tout au long de son séjour. Elle s’assure que le patient consent aux soins de manière éclairée, avec le soutien éventuel d’un interprète.

L’établissement s’engage à fournir à minima une chambre individuelle offrant la possibilité d’accueillir un accompagnant. Cette chambre dispose d’un cabinet de toilette avec douche, d’un téléphone, d’un accès Wifi et d’une télévision avec accès à des chaînes internationales.

 

A LA FIN DU SÉJOUR

L’équipe médicale s’engage à transmettre au patient un compte rendu médical de son séjour dans un délai n’excédant pas huit jours et en anglais si nécessaire. Si le patient en fait la demande expresse et écrite ce compte rendu peut être également envoyé à un autre destinataire médical.

AP-HP policy for non-resident foreign patients not contributing to French social security

 

AP-HP receives numerous foreign patients in its 38 hospitals. 

AP-HP provides excellent university hospital care.  Among its practitioners, the establishment has physicians recognised in their discipline at national and international level. They are at the state of the art with the latest developments in their specialty, diagnostic and treatment plans, train future professionals and participate in research and innovation projects. 

The treatments selected by the AP-HP as being suitable for foreign patients relate to non-urgent and scheduled care in various surgical and medical specialties.

The AP-HP hospitals are accredited by the French Health Authority and patients are treated respecting the quality and safety of care. This external control guarantees a high level of service and care delivered to patients.

AP-HP guarantees foreign patients the same reception and care conditions as those for insured persons, with no admission priority or preferential treatment. The pathway of the foreign patient is organised through a medical-administrative system unique to each of the AP-HP hospitals and clearly identified. Finally, to facilitate exchanges with the referring physician, an interpreting service can be called on if necessary.

The establishment has a procedure for processing treatment requests for non-resident foreigners not contributing to French social security wanting to receive scheduled and non-urgent care from the AP-HP: 

The patient or the referring establishment sends the medical file directly to the secure mailbox of the physician selected. See the AP-HP website.

The physician agrees to provide an opinion on the possibility of providing the medical care as soon as possible; the administration of the relevant hospital then sends a quote including: 

  • Costs related to the medical care;
  • Accommodation costs;
  • Costs related to emerging Highly-Resistant Bacteria. 

Acceptance of the quote by the patient or the referring establishment accompanied by prepayment of the full quote amount to the finance department at the hospital where the physician works. Once the payment is confirmed, an admission date will be communicated to the patient allowing a visa to be requested from the French Consulate if necessary.

 European Union nationals should contact their health insurance organisation to find out whether the care is covered in full. If this is the case, the health insurance will send you a form to be given to the hospital which will provide the care. If the treatment is not covered, it will be necessary to pay the fees in full before attending an appointment, based on a quote.

BEFORE THE STAY

Preparation for the hospitalisation of the non-resident foreign patient in the establishment is ensured upstream by the medical-administrative team of the establishment where the care will be provided. The file will be provided by the patient. Following analysis of the file, the medical team gives its approval for hospitalisation, if this is necessary.

The establishment provides with the patient with a cost estimation. This quote is prepared based on information provided by the patient and is likely to change based on the care.

The scheduling of the treatment takes place within a reasonable period given the complexity of the treatment.

The medical team informs the patient of the specific precautions to take after the hospitalisation (no flying after the operation, minimal rehabilitation, outpatient treatment, etc). The establishment guarantees the security of exchanges and the confidentiality of the data.

DURING THE STAY

When the patient arrives, the administrative formalities related to their care are carried out by a dedicated staff member. The patient is then directed to the care service. 

The medical team agrees to give the patient clear and understandable information about their hospitalisation throughout their stay. The team makes sure that the patient consents to the care in an informed manner, with the support of a interpreter if necessary. The establishment agrees to provide at least one individual room offering the possibility of hosting a companion. This room has a bathroom with shower, a telephone, Wi-Fi access and a TV with access to international channels. 

A concierge and comfort service (aesthetic, well-being, catering adapted to personal or cultural dietary preferences) may be offered to the patient and their companions, if available at the establishment. 

The patient’s discharge is organised in a coordinated manner between the medical team for the post-hospitalisation follow-up and the international reception team for the administration (invoices, insurance certificate, etc).

AFTER THE STAY

The medical team agrees to provide the patient with a medical report for their stay within eight days and in English in necessary.
